F4 I-130 Question

Hi -

Please help me with the following questions:

1- since there is rumors about ''gange of eight'' proposal being in process of getting voted by republicans, Yes or No. Anyone knows when its going to be handed over to the house, estimated time?

2- If it gets passed, USC will not able to file for their parents and siblings. It also says once its singed by the president it will be law 18 months after that date, is this correct? If this is correct, for example president sings it on August-10-2013 it will be law Feb-10-2015, this mean until its not law people can file ( Feb-09-2015 )?

3- How log it will take for I-130 application for siblings and parents of USC to be processed and send over to NVC, I mean when USCIS send that final letter saying your petition is accepted and being placed into the list for visa number to be available ( in this case for siblings of USC ) how many months total from the day and application ( I-130) sent until the day the final letter receives by the petitioner, Ofcourse if all the documents submitted are correct and USCIS don't ask for no more documents?

CIR bill will only eliminate the F4 category (Siblings of Adult US citizens).

Adult US citizens will still be able to file for their parents, as parents are considered immediate relatives.

Opinions will vary but my guess is immigration reform will not even come to a vote in the House this year. Even if it does come to a vote it will then have to go thru committee meetings with the Senate to work through differences. In the unlikely (in my opinion) event that happens it won't look much like the version passed by the Senate.
