My dad is from the Philippines he arrived here in the USA a year ago he filed petition to my brother as soon as he got his permanent resident. My brother's petition is still on initial review, my dad is going back to the Philippines , does he have to be here in the USA while my brother's petition is still processing ? My dad is going to be staying awhile in the Phillippines he is filing for re entry permit.
