How long does P3 usually take?

We were told by DOS that it was sent out on 06/28; I told my fiancee to rush home (she was in her Grandmothers village at the time) and we have been waiting ever since with no P3 delivered. Another couple received theirs 7 days after the embassy received their package from NVC, it has now been 12 days for us. She does live in Jilin, would the distance be delaying it somewhat? Is there a contact number for Guangzhou that she can call to get a tracking number or something? I called DOS on Wednesday to ask for a tracking number and they said they did not have one but they also told me that an Email was sent to her with the P3 information. We checked her Email and nothing has arrived. What the F is going on? Is calling DOS completely worthless?

06/29/12 - NVC received case learned on 07/2/12.

06/30/12 - Hard copy NOA2 received.

07/09/12 - NVC Casefile Number and IIN Issued.

07/16/12 - Receive and Sent DS-3032 via email.

07/17/12 - Mailed DS-3032 via mail, AOS bill received via email, paid online, Optin email sent.

07/18/12 - Optin accepted and new case number, AOS marked paid, emailed AOS packet.

07/24/12 - Assigned as Agent, IV Fee bill received via email, paid online.

07/25/12 - IV Fee marked paid, emailed IV packet.

07/31/12 - Emailed GZO Supplemental Packet 3.

08/02/12 - Case completed and commenced final review.

08/03/12 - Shipped all copies of forms/letters/documents to my wife - arriving on 8/9/12.

08/06/12 - Case completed final review.

08/09/12 - Appointment letter received via email interview date set 9/6/12.

08/14/12 - Medical exam done.

08/15/12 - Medical exam results all normal.

09/06/12 - Submitted required documents at the embassy and interview set next day at 0730.

09/14/12 - Visa received on hand!

04/27/13 - Submitted DS-160 online for parent-in-laws and sister-in-law.

05/01/13 - Paid DS-160 or MRV Fee Payments on CGI Stanley.

05/03/13 - Made appointment for 05/16/13 on CGI Stanley.

05/16/13 - Arrived at GUZ and impromptu notice on the front it was closed.

08/18/14 - Received NOA1 with date 08/12/14.

08/27/14 - Received biometrics appointment for 09/09/14.

02/27/15 - GC in production from email notification.

03/02/15 - Received NOA2 with approval dated 02/25/15.

sorry, the P3 shortcut is predicated now, not useful

since

it's ustraveldocs.com / cgi stanley that's handling stuff for the P3 and P4 now.

IMO, getting the P3 'set' via postal mail or even email is useless, as

the P3 'set' is simply a collection of links containing forms and documents and set of instructions,

all of which,

is downloadable (i'll post the link in a bit - it's a longish/nastie one - be forewarned)

and

pay the fee at citic, chase after an appointment date on the cgistanley website,

instead of chasing down the p3 document set from guangzhou.

if you are thinking you need something from the P3 document for a medical interview,

I suggest not to worry about that, or chase after it,

and

instead - rely on the p4 document, the interview appointment letter (usually in via email)

and show that to the medical facility.

Our P3 took almost 15 days from the time DOS said it was sent (Harbin). And about another 15 days after it was sent back to Guangzhou before we got the p4 - schedule interview letter (email). But right, it is pretty meaningless now. Go to the GCI website, sign up, pay your fee and let the p3's and p4's travel around.

I'll ask her to scan it and upload, I don't have it in electronic format but for P3 all they requested was DS-230, two passport photos of her, a photocopy of the information page of the passport (how many times do we need to send this to them, lol!) and a page with CGI in the upper right corner that is basically a table of contents for what you are submitting to them. According to her documentation, you drop this off at a CITIC bank branch? Seems kind of odd to me but she showed me the instructions over video call and it did look correct.
