Best thing is for you to follow up on this. A writ of mandamus takes a lot of time to process. You need to list the persons to contact, contact them, take names and notes, and follow up on it. Start with the USCIS line, get a second level person, make a service request or make an info pass appointment and make a service request. Contact the ombudsman office and contact your representative.

Hiring an attorney at this point is only going to be paying for him to do, more slowly, what you can do yourself.

Okay I did do all u ask i havent seen any rfe my fiancee been local office to do the infopass and they said there is nothing they can do bcos the case is in california and she living in chicago so i dont get this where can she go to do the info pass in chicago been waiting for 350days now

Without answers to the other questions, I don't know what else you've already tried, so I can't be of much help. The only advice I can give is to try the other routes available to you if you have not already done so. Others in your position have had attorneys and they weren't able to speed things up. The only option I can see that a lawyer could exercise is to sue the USCIS. If that is what you want, then call around until you find a lawyer willing to do this. Try more than one.
