You submit 2 with the application, as the requirements state. At the biometrics appointment they will take your picture. The biometrics picture is the one that will be printed on your Naturalization Certificate, so you'll probably want to try to look nice for it. :)

The interview notice documents checklist, as well, will recommend, but not require, yet another pair of passport photos. I didn't bother, and the IO never even mentioned them. So I wouldn't worry about those.

Took some very nice photos of my stepdaugther, not one, but many picking out the best one. Put two in a sandwich zip lock back paper clipped to her application, than gave her four more for her interview.

She looked like a mess at biometrics, didn't know they were going to take a shot of her, was new at the time. Used that for her photo on her certificate using an ink jet printer on cheap paper.

But all was not wasted, DOS accepted her certificate and used the photos I took of her for her passport, she really didn't age very much in three months. Matter of fact, didn't age very much in the last two years. Hard to say what she will look like in ten years.

Wife was very happy with her certicate, used the photos we sent in, but was not happy with her passport, same photos, but a bunch of blue lines in her face.

So if the USCIS is still asking for photos, but not using them, why do they tell you to submit two, and bring two more at your interview? Then why do they tell you to use an ink pen to write on the side of your face, when the instructions tell you to use a light pencil on the rear of your photos when they don't use them anyway.

Send two photos with the application.

I'm glad I had a little makeover for my biometrics because they used the image from that on the certificate of naturalization. I also took with me another pair of photos during the interview but the IO didn't care to ask for them.
