is all predicated by

what's in the postal mail.

for me, having a NOID, I was given some time to submit stuff. In the end, my submittal of stuff was sufficient to overcome the denial, or an adjudicator simply got too innundated by what I submitted.

There are some generalizations on what to do, certainly, but 'all wording' is skewed since the local offices started adjudicating I-130s mid August 2012 . A local office adjudicated this petition (I'm guessing here) and they use different things, different wording.

For example, if my petition had been at VSC or CSC, I truly feel I would have had an RFE. The local office in Dallas (Irving, actually) issued a NOID and gave me the reasons, and a pipeline to utilize to submit a rebuttal to their NOID.

I say wait till the postal mail arrives. Then, if you have a moment, scan it, redact personal info, and post it somewhere where we can read it.

I note there are other local offices that issue NOID and not RFE. I only note them, because VJ posters wrote of it here, these last 10 months.

There was detail from Los Angeles, and some office in New Mexico and some office in Missouri.

Since the petition never made it to the embassy there is no notice of intent to return or deny. There is a fundamental flaw with the petition that means it can't even move to the embassy stage for them to review evidences.

No, this is no longer the only case, NOID or NOIR are now being issued at the local offices instead of RFEs sometimes, it happened to Darnell and a few others.

yes it happen to me ...i got NOID nad then i got the deniel

19-11-2014 checklist received at nvc (60 days email)

16-01-2014 - Case completed (N/A on NVC wedsite)

20-01-2015 - Case completed Email with checklist

04-02-2015 - Interview scheduled

consulate
04-03-2015 - Medical
12-03-2015 - Interview
27-03-2015 - Visa in hand
02-05-2015 - POE
