My status went to optimized on July 1st. I will have a new (out of state address) from July 14th. I have the new address already. Does it make sense to change address now? Will the system pick the new address? Or they go with what they have on the DS-260?

enter the new address in ELIS. Besides that you must either change your address online or with an AR-11 within 10 days of moving. The petitioner must also change their address with an I-865 within 30 days of moving.

the system will pick up what you put in the ds260 even you do the change of address. hate to say but its true.I have to chase the usps just to get my card because i thought the change of address take effect but it dont.better have a good contact on your old address or the USPS to put hold and not returning your card

You can get a better idea of what is happening here: https://egov.uscis.gov/cris/Dashboard/CaseStatus.do - use the IOE receipt number from ELIS. This will tell you if card produced/sent to usps/tracking number etc as it happens.

I try to track my case with ioe number but i got this message that case not found inter correct receipt number ...whats this?i enter correct ioe number

Is your ELIS at optimized yet? The case tracker will only recognise your number once it is shown as optimized.
