Re-applying after 4 months of denied visa

Timeline

I'm an Egyptian who lives in Kingdom of Saudi Arabia. At the time I applied for B2 visa I have been here on permanent working visa for 10 months only.

At the interview they denied my application and the employee told me the reason that (I haven't completed at least a one year staying on permanent visa in Saudi Arabia). Which comes under “strong ties to home/residency country”

That was on March-2013 now after June-2013 I have completed one year staying in Saudi Arabia.

So my questions are:

1- Do they honestly addresses the main reason which in my case (not sufficient staying time in Saudi Arabia) less than a year?

2-And if that was the reason behind my refusal, Should I apply again now that I have completed 1 year and a month, would that considered as a change in my state?

Known that my state with my supporting documents is equal or higher than my collogues who applied and got the visa, but the only difference that they have been here more than 2 years.

18 Sep 2019        ROC received by USCIS

23  Sep 2019       Credit Card Charged (12:30 AM EST)
27  Sep 2019       NOA1 Received
