well if you call the local offices screwing it all up, yes

your petition is somewhere between uscis .. nrc and nvc

longest wait time without action is about 90 days

if you start your inquiries now, chances are it will be at nvc without intervention by the time you have an answer

spend some time in the cr1 thread.. this is happening all too often these days.. including myself

I would chase down the physical location with the local office that approved the petition

either directly , yerself, via an infopass appointment

or

through your immigration liason staffer human at yer congressman's office.

The problem, as I understand it - could be one or more of the following:

1. local office takes a long time after approval to create the A-File or

2. local office only sends in approved petitions to NVC on a monthly schedule or

3. your approved petition was not pegged for consular processing, so it's been pegged to transit to NRC and not NVC .

Finding out which local office is really important - I suggest the following:

1. call into USCIS, get a Tier 2 Human, an ISO then ask:

2. what date was my casefile transferred to the local office then

3. which local office is it ?

[do the above sequence in exact order]
