Fine for you.... NVC controls ALL the embassy case numbers for every embassy in the world, even for those individuals that are doing Direct Consult Filing, the embassy has no clue what case numbers they are going to assign for those UNTIL they contact NVC..... "duh"

Now for reality; NVC electronically transfers ALL files to the respective embassy where the case number is assigned, when NVC is notified of this number (by the embassy) they physically attach this number to the proper file, then the file is physically sent to the embassy.

And yes an embassy code is needed, and it does have a function, but NVC doesn't assign it.

BTW - this information came from NVC, not an opinion.

What you say does not make sense at all because it contradicts what NVC puts on their letter. If they electronically transfer all files to the embassy (which they don't because that would require painstakingly scanning every physical copy of your petition information they receive from USCIS, which would slow the process dramatically) then it would make no sense for them to say they will forward your case to the respective embassy because whether it is electronically transferred or physically transferred forwarding can apply to both cases. Also, if you were correct then the NVC really case no function at all apart from simply forwarding the information to the embassy, which USCIS could do anyway. If you are so adamant about being correct and chose to be rude in the process then I'd invite you to show where it states on any government site that the embassy generates the number and not NVC - my position follows from the obvious fact of what NVC states on their letter (which contradicts everything you say) and what their function must be in the process.

I have seen other posts like this over the years. Unless something JUST changed without any announcement, all petitions are sent to the NVC first. The DoS case number is assigned by the NVC before forwarding the case onto the appropriate consulate. http://travel.state.gov/visa/immigrants/types/types_2994.html#4

This person was told it skips the NVC a year ago. It did not though> http://www.visajourney.com/forums/topic/377097-i-129f-skips-nvc/

For the record, NVC doesn't seem to have any knowledge of DCF cases and is unable to access them at least from a basic standpoint. We had an issue in which we already had an approved visa and a STK number and another STK number was generated by the NVC when they received the first approved I-130. When I contacted them about the issue they could not see anything relating to the first case at all.

Exactly. That was what I was saying... DCF is controlled at the embassy level. At some later time NVC may become involved but from the ones I read about on here the folks doing DCF process everything at the embassy and most times are done with visa in hand in a couple months.

(USCIS does have a section there for DCF)

Anne my NOA2 said the same stupid thing. But what it says is not right. It's not how it ends up working out. I don't know why it is even printed on there. It will get sent to NVC and NVC will let you know when they get it. Mine took a few weeks to get to NVC. I called and kept checking on it. Finally they will tell you they have it. They will give you a number beginning with LG. Then it all goes faster. NVC will send it to the consulate in your fiancés country and they will email you and say hey, we have your paperwork. Please ask your fiancé to make his interview payment at the bank and then go online with the receipt number and make an interview appointment. Yipee! Aren't you excited????

I just off the phone with CSC where the file originated, by the way they are telling it is......I called asked if they knew where my case was and what NVC had told me... the guy on the other end who was a tier 2 from CSC said I should call the embassy in Nigeria ...He said generally all files are sent to NVC but since it is not stated like that in NOA2 that maybe the immigration is starting something new and sending them directly.....He was unsure of everything and told me he couldnt tell if my file was sent or not anywhere. ...So I will call the Embassy tomorrow to see what there answer is to late in the day to do it now.....Thank you all for your input it really has been a help

One you do not call Lagos you have to email. second you are wasting time. You will have to have a case# to even dialogue with Lagos. If you were to email them they will say can't do anything without a case #.

It matters not what a USCIS person says all k1 letters say your petition goes to the consulate. Thats because normally the stop over at NVC to get logged in and a case number is so short its no matter.

Continue to call NVC to get your case# once you get it than you can email the Embassy and they will send you instructions.

This is how u will pay your Visa fee and schedule your own interview. Don't waste time arguing a point thats moot. You don't skip NVC,

So not true, Until about week after my diplomatic pouch with the approved k1 in it had arrived the pat answer from Lagos was they had no record of the case where NVC could tell me things( with a multi pound petition the tracking was easy). ALL the hard copy was sent to the embassy and there at the interview, and then returned to the US and still in the file though the rest of the process ( with a petition as large as our got to be it was a notiable sized as they had both the original denied petition and the second one and by the end AOS, ROC and N400 data) They have always said that they are sending the approved petitoin to the embassy/consulate of record and it has always gone through NVC. The government doe NOT waste time scanning and reprinting all the pages of a petition.

This will not be over quickly. You will not enjoy this.

Apologies, regardless of what you've written,

the I-129F is scanned at NVC, a record is made into the electronic SAFEFILE system.

There's also another namecheck performed at NVC.

Yes, the Consular Casefile number is generated at NVC - that's one of their functions.

There have been scant reports (some) over the past 6 months where USCIS screwed up in shipping the casefile, either going to NRC or straight to the Embassy. NRC movement creates a huge lag, and when it arrives at the Embassy straight from USCIS, the Embassy sends the casefile back to NVC.

Apologies for stepping into the middle of an argument here - I do note that the 'wording on the letter' has changed over time, and recently it's been really confusing (that wording). I chalk it up to the contracting company handling this stuff - they simply got it wrong and it's carried over..

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
