i filed last February and still i haven't receive my noa2. my fiance is in the philippines.

Which service center did your file go to, and what date is your NOA1? It either goes to California Service Center or Vermont Service Center. If yours was sent to VSC,anything prior to Feb 25ish was sent to Texas Service Center to handle their backlog, and you should expect a decision in 1-2 months. If you were left at VSC, they're processing a bit slowly through the files they have left, so it could be anything from 1-2 months more for you. If you were at CSC, they are almost 60% done with February from the info we have on Igor's list. I would say you'd likely hear a decision within 1 month

It depends on many factors. A backlog in the system (which they seem to be clearing up with the transfers to Texas); how quick the case officer works; if you submitted a complete package (no need for RFE) and the straightforwardness of the case. The case officer handles multiple cases at a time and if the relationship is easier for them to determine to be legitimate (good, longer-term evidence) then the quicker they can approve your case. Military can be quicker and extreme hardship cases are expedited but to be considered for an extreme hardship is almost impossible for most.

There have been quite a few people registered on this site who have been approved lately who submitted in March and April. So a 3-month approval is possible, again, depending on those factors.

there is no data on this texas facility.. any petitions approved there were forwarded from vsc.. don't get your hopes up based on that .. plan on 5-8 months

you all know that daca didn't go away don't you?

YES i HAVE SEEN 3 MONTHS BEFORE SEVERAL TIMES MYSELF . CANNOT EXPLAIN IT THOUGH. THINK THEY MUST KNOW SOMEBODY IDK.

There's no need to shout.

We filed our petition in August 2012. we got our NOA2 on May 3rd 2013.

So yea, definitely longer than 3 months. There's really no hard rule about what is 'normal' and what is not anymore. It depends on your luck really!

Just be patient and make sure you have all the necessary documents so when the time comes and you get your NOA2, you won't be wasting time trying to collect them and get your packet together.
