implication of 18 months grace period on applied but not approved petitons

I am planning to apply for my sister for f4 visa category in september 2013 .

According to new rule what i understand is that they will eliminate the sibling category preference 18 months for enactment of the law. There is grace period of 18 months in which you can still apply and the petition approved already before the bill and within 18 months will not be affected .

But i fail to understand what these approved petitions mean. For example if i apply for my sister in september 2013 , my petition will not even get approved forabout 2- 3 years to gets priority number as a see in the waiting period they are processing the applications received in june 2010 for f4 catergory

Will they consider only the approved petition when this 18 month grace period expires or they will even consider the applied case ( even though no priority Number will be assigned by then in my sisters case) . .

They will consider all the filed in petitions till the 18 month grace period is over. But the late petitons filed has to undergo Merit based category for completion.
