F2A category with Sept 15, 2011 Priority, ARE WE CURRENT OR NOT?

As I understand it your I-485 packet should have been sent WITH the I-130...

Not necessarily. Depends on whether or not one is a USC or not. If so, yes, the I-130 and I-485 can be sent at the same time. However, if one is an LPR, you send in the I-130, wait for it to be approved and await your PD to be current as well to send in the I-485 and the rest of the paperwork.

We are adjusting status from within US. i-130 has been approved. However, I am confused as to when would be the earliest date we can send the i-485 to uscis? July 1st?

You can send everything in July 1 if you are an LPR (which I assume since you are in the F2A category). That is when your PD will be current. They send out the VB a few weeks ahead of time so that you can get your paperwork ready and send everything in on July 1. Congrats. I am awaiting my PD to become current (Dec 19 2011).

Bokar83, you are correct I am LPR (in fact just a couple of months away from my USC) and i-130 had to be filed prior to i-485. Anyway, thank you for your help, we will send out tomorrow with express mail, as I expect a wave of application after priority date jump.

To be honest, I am not totally sure. I THINK it is a bunch of legal gobbly-###### that is more tied to Mexico per country limits (basically telling them that the limit listed in the table isn't the real limit for them). Either way, If it were me, I'd still file the paperwork since the table shows a PD of 08 Oct 2011. Best of luck to you. Remember to track that package and hold on to the confirmation. USCIS is notorious to "lose" items. :)
