Yes, you can get all the numbers you need from the NVC, fill out the DS-260 and all the other forms, even pay and schedule the appointments before receiving the letter.

I am not aware of anytime CDJ used a packet 3 and 4. As a matter of fact, they used not even have appointments. You were mailed an open appointment invitation letter. You could pick which day you wanted to go and show up early that morning, get in line, wait and have your fingerprints taken there before your interview at the consulate all in one day.

hah, makes me wish we where still on those days, things seemed to get done a lot quicker and with less pain...

, NVC send my case to embassy since June 20, I track it via and find it has been delivered on June 24th. The embassy still told me they don't have my case yet.
