Unlike the USCIS, the NVC uses encrypted files that are not designed to be stored on your computer. It seems this is a bigger problem for some versions of Adobe reader. Here is one free way to deal with the problem.

Download and install a free virtual pdf printer. I used http://www.dopdf.com/quick-download.php. Just be careful to click on the real download button, not the one in the ad for something else.

Open the file in Adobe reader. Before you make any changes, print it using the virtual printer, which will create and store an unencrypted version on your computer. You only need to do this once. After that, you can open the pdf and work on it and save it without messing with the virtual printer.

To work on the file you have to click "Sign" in the upper right-hand toolbar, and then click add text. This will give you a freely positionable cursor. This worked for Adobe Reader X v. 10.1.7.

You will have to change your printer settings back to your default printer when you are ready to print the document.
