Stop saying "with a hood" as if it matters. I wear hoods. Plenty of people do, especially in the rain.

I am not going to call the cops because someone is standing under a tree. A black person simply standing around isn't suspicious to me.

If he's going around, looking into windows and trying to get into houses, of course I will call. But no, I will not call 911 and say "Hey, someone help, a black guy is standing under a tree doing absolutely nothing!!"

One of the major problems with your hypothetical is that last assumption. How could one not have seen a black person in the mixed race neighborhood in question? The Retreat at Twin Lakes isn't some lily white neighborhood like the one's you might find in Wisconsin outside of Milwaukee. Neither is Sanford, FL where one out of three residents is black.
