I-864 Last 3 years tax returns

My wifes last year income was less than $500 so she did not file any taxes and my brother is the cosponsor for me. Do I have to have all the last three years of tax returns?

What should I write in Part 1 on page 1 and Part 4 on page 3? both my wifes name and my brothers name or just my brothers name? And on page 6 13.a whose last year tax income should I write?

Since my brother is showing full support do I still need to send two separate I864, one from my wife (which is zero) and one from my brother or just one from my brother is enough?

I think it will answer most of your questions by telling you that each one fills out their own separate I-864 form. Two people cannot use a single form. The USC petitioner/sponsor always must fill out an I-864 as the primary sponsor, even if they have zero income. For part 1 of the USC spouse's I-864, they check 1a and the joint sponsor checks 1d on their form. You must list the income from the last 3 years of taxes, but you are only required to include the most recent tax transcript, which you can get free from the IRS. If someone did not file in any of the last 3 years, then include a statement as to why they were not legally required to file, such as their income being below the filing threshold.
