The only way for you to get approved is to include lots of evidence that you met in person and have physically got engaged, such as photos of both of you together, plane tickets, engagement ring receipt bearing his name if possible, etc. If you don't have evidence such as these then you will never possibly get approved because their biggest requirement is that you have met in person within 2 years of filing and can demonstrate this fact with evidence, unless you could not for religious reasons, which also needs evidence pertaining to your religion and cultural practices.

We need your help....what we supposed to do next? this is very disappointing.....:-(

On June 28, 2013, we mailed you a denial decision notice for this case I129F PETITION FOR FIANCE(E). The notice explains why the denial decision was made and the options that may be available to you. If you have not received this notice within 15 days of June 28, 2013, please call customer service at 1-800-375-5283 for further assistance....

The obvious reason for the denial is her answer to question 2, that he filed the petition prior to meeting her and so he was not able to supply sufficient evidence that they met within 2 years of filling the petition, such as photos or plane tickets. It is important that USCIS know that you physically met at least once before filing the petition and that you physically got engaged. Falling in love and getting to know each other via the phone or internet alone is not sufficient for the USCIS.

What do you mean by physically getting engaged?

I mean as Celeste said, sharing the same time and space, ie. making a proposal and physically exchanging a ring, which constitutes a valid engagement in Western countries like the US, as opposed to say proposing over the internet for example.

A ring is not required. You could get engaged through text, on the phone, or a webcam. You do not have to be face-to-face to decide to get married. The only requirement for being together in person is that you have done so at least once within the 2 years prior to filing your petition.

Correct, we didnt physically get engaged when we sent our petition off.

As far as the law is concerned you are engaged as soon as you sign the letter of intent.

He didnt propose until a month after we sent the i129f off :)

Well that depends on the different consulates because some are very strict about there being evidence of an engagement and require to see photos or ring receipts as proof of an engagement. I know the consulates in my country require proof of engagement in these forms and simply stating that you got engaged over a webcam will not be sufficient as proof of engagement.

Yes, you are correct in that regard. Nevertheless it seems that the reason for denial was that there was not sufficient evidence to prove they have met within 2 years of filing.

Yes, it seems they did not meet in person prior to filing the petition, That has nothing to do with proof of engagement.
