I found this online after much searching:

"Generally, yes. The Consulate sets the requirements. Some do not

require the child to attend if they are under 14, and some will

require the child to attend even if they are not going to move to the

United States with the parent, but will "follow to join" later."

I don't think you'll have to drag your children around unnecessarily, just email or call the consulate to ask :)

TRKCKL11,

On my K-3 checklist from Vancouver it states: Children under 14 years of age do not have to appear for an interview at the consulate. Please be sure to bring his/her documentation with you on the appointment day. In some cases the Consul might request their personal appearance." There was a sheet in my CR-1 packet from Montreal stating pretty much the same thing. It also states that the child must be physically present in Canada at the time of the interview, and that if the child doesn't have an official civil birth certificate showing the names of both parents, he or she must attend the interview.
