I think it takes at least some intelligence to be a crook. Perry lacks anything close to intelligence. He can shoot coyotes while he's jogging though. That's one of the main qualifications you need here. Knowing 5 or 6 words of Spanish helps as well.

I'd love to see an iq-test put in place prior to being eligible to getting on the ballot. Even then, I'm sure Mr. Perry could figure out a way to bypass it - his powerbase could rig something.

Hey it took weeks and weeks and much debate and discussion to create that donut shaped (minus a bite on the east side) collection of bad neighborhoods and schools around the 610 loop so that (all of) the bad schools and neighborhoods could be represented by a single member of Congress. Houston is proud of the progress made in this area.
