Timeline

ok, let's address lots of things at once here so I don't have to quote 50 people.

The person that answers the phone is not "lying" they are just uneducated.

No one is out to blatantly lie to you for no good reason.

My best guess, is that these contracted people have been hearing since August about transferred petitions so she's just automatically assuming it happened and it happens on that day.

Even in late January, these people had NO IDEA about these transfers so they would argue that they didn't happen.

Now, they're probably just hearing people constantly ask and give "info" to them over the phone about how they KNOW they are transferred so w/o knowing any better, they're just reiterating the information that other callers have given them.

I DO believe they are told to try to handle all calls as much as possible w/o transferring which is why s/he probably said 'you don't need to know that information'

She was probably just trying to satisfy you into hanging up.

As stated earlier, it takes approx 1-3 months for these petitions to transfer.

All petitions starting with MSC are at the national benefits center which now seems to be in either MO or KA as I guess they opened up a second branch, but really, that part doesn't matter at all to you.

No CR1 applications go to the TSC that i'm aware of, so I think you probably accidentally clicked something in your timeline and didn't realize it.

Your case number start with MSC? Change it to National Benefits Center.

Also as stated, ALL petitions are supposed to transfer to the local offices (abroad cases typically exempt).

That's what the protocol is now.

In the PAST it has to do with issues and wanting to call for an interview.

That is no longer the case.

A couple more things to note:

You most likely will NOT be informed that your petition is transferred to a field office.

So very few people every receive a "notification"

Almost all of us have found out by calling and asking.

ONLY a Tier 2 Supervision can see any kind of local office information

The USCIS CSR can't see that info at all.
