US travel docs.. Need help...Urgent

Hello,

I have just received letter for I129F from NVC stating my file will be transferred to consulate in a week., It has the BMB Case no. from NVC, I am not sure if this is the NOA2 letter.?

Also I read on VJ for registration on ustraveldocs site for DS-160 and payment of visa fees, does anyone know when to register for this and if its better to pay online via NEFT or pay via Demand Draft at interview..?

And when beneficiary would receive packet 3 and 4..?

Would greatly appreciate all your replies.
