As long as they have the passport everything should be ok. However time is of no concern to the powers that be.

True. The powers that be are sure not losing any sleep over the delay because they don't have to. They are not going to delay it unnecessarily, but they aren't going to push anyone either.

The usual reason, actual reason (rather than what they tell you which is almost never the actual reason) is that they are waiting for some sort of documentation from a Ukrainian government agency or other country's government agency and they care even less about the delay and can be very slow (depending on the country) and since no one at the consulate is going to pay the bribe necessary to speed things along in Ukraine, you wait longer.
