Tourist visa for minor

Is it possible for a minor child to get a visitor's visa, if his parents do not hold American visas? He would be traveling to visit a close (but not immediate) US citizen relative.

The country is Russia.

The child has been previously denied a B visa when applying along with a parent.

I'll appreciate info or some thoughts on the subject. Thanks!

Nothing except that his mother will stay in the country and she is his only legal guardian. There's no way he could stay in the US.

It is possible for a minor child to get a visitors visa. But if what Boiler says is true and the mother is under immigration proceedings, it is unlikely a tourist visa will be approved. Still, you only have the application fee to loose.

Well, I have seen cases when chidren came to the US on B visa with immigrating parent.

My question is whether a minor can get a B visa without a parent in general. I've heard that it was not possible at all.

So his strong tie to home is his mother. The same mother that is immigrating to the US? So how is that a strong tie to home when his mother is immigrating to the US?

Minor brother applies for B2 visa. Strong ties is mother at home. However, it's just a trick because as soon as brother is in the US, you will petition for mother to come to the US.

Brother will overstay his visa. Mother will get her US citizenship in 5 years. She will then file to adjust him, and as an Immediate Relative son of a USC, his overstay will be forgiven.

The US Embassy is not that stupid. They will figure this out. Your brother has no strong ties to home if his mother is immigrating to the US and she cannot bring him as a derivative.
