I have signed on using my member name, click on my Timeline. Next to the interview date entry I click on "Submit Review" and receive the following message:

>> You must be registered to post a review! Please register first! <<

The same message appears when I click the link at the bottom of the page here:

To enter a review please select one of the following:
--o Consulate Reviews

When you log in do you have the "Remember Me" check box unchecked? I think that will cause it, so try leaving it checked when you log in.
