15 days no RFE hardcopy now what?

Timeline

Ok so we reached our 15 days and still no RFE hardcopy .finding it very frustrating to see people with the same rfe date as us already have their hardcopy a week or so ago and my fiance is in the same state as the office we are filling with(California) so it isn't like it's going to take long to get there.my fiance phoned them this past Monday and they gave him the routine wait 15 days and call back blah blah that they are obviously reading from a card .now that we have reached the 15 days is there anyone else we can request to talk to other than these robots that are programmed to say a certain thing to everyone who calls.I'm finding it incredibly upsetting and frustrating that a task so simple as mailing out a letter seems so difficult to them.
