Interview before receiving Packet 3 K1 visa

I called the visa customer service number and they were not able to say if or when I would be getting packet 3. They however did offer to help me schedule the interview.

Should I call NVC, even though I know the embassy in Tokyo has my visa?

My question is can I just print out the documentation included in packet 3? Is there any reason I need to wait for packet 3?

My embassy is Tokyo.

Medical and police certification are already done.

Any help on the documents needed and how to pay the fee would be appreciated.
