L2 visa- changing name from maiden to married

I am currently under the L2 visa status. My passport is expiring this December. I wish to change my name from maiden to married in my new passport. I understand that a notarized copy of my marriage certificate should do for it along with the other documents. Who can notarize a marriage certificate in the US? My marriage certificate holds my maiden name. Does anybody know how to go about it? How do I go about effecting the name change in my visa while in the US? The visa was issued by the US consulate, Chennai. Does the name change in the visa involve any fee?Thanks in advance for the responses.
