No Birth Certificate - Refuse to give letter

My fiance lives in India and his birth was never registered. We have found the instructions on what to do in this situation, but the municipality will not issue a letter that his birth is not on record. He has a school document with birth information and an affidavit from his uncle. These are the steps he took. He requested his birth certificate from the city and it was not found so he requested the letter that states it was not registered. For the past two weeks or so, the guy told him to come back later or call on a certain day. On Thursday, he was told it would be ready on Saturday. So, he went today and the guy has refused to prepare the letter for him. This is really urgent because the visa interview will be on Wednesday June 19.

Our plan is to write a letter stating all the steps he has taken to try to get the letter. He also has a receipt that he paid when he initially requested it. Will this be enough evidence? As I mentioned, he also has the secondary evidence. In addition to that, his birth information is also on his passport, voter ID card, and PAN card. He thinks that he can also have it registered late, but that will also take time and will not be completed before the interview on Wednesday.

If anyone has any experience with this, I really appreciate your response and suggestions. Thanks!

First of all good luck at the interview!! My fiance had the same issue with his birth certificate - evidently India didn't start issuing them until like 1990 or something crazy like that :). We were able to obtain his by contacting the local magistrate for where he lives. They did issue a BC but, only after we had to pay a bribe and wait for them to actually be in the office during what is supposed to be their "working hours". Since my fiance's BC was only issued recently, we also had his mother sign a notarized affidavit saying that she was his mother and obviously was present at his birth on such and such day. We also, plan on bringing his school certificate, passport, voters id, etc. I imagine that the embassy must see this often as so many Indians never received birth certificates. Just bring as much evidence as you can. Good luck :)

IMO, 'the guy' is waiting for yer fiance to pay the bribe.
