However, I think if you had one, the Vice-Consul that interviews you might issue you a tourist visa.

Ok. That's fine. You won't be able to apply for the tourist visa until you have your university place sorted out, most likely.

OK, I bought in... let me try to make it clear for you.

1. You need a tourist visa

2. A tourist visa requires strong ties to home, proving you will return to Tunisia after your visit

3. Strong ties include things you would want or need to come back to - a job, a business, you own a home, have a wife/kids, you are enrolled in school, etc.

4. You need to prove these things on your own.

5. Your father cannot help you with proof

6. Your brother cannot help you with proof

7. You are 19 and do not have any of the necessary proof.

With that said, you actually have proof you are more likely NOT to return to Tunisa with multiple family members living in the US. The consular officers are going to look at this and think "why WOULD HE come back? He has no reason?"

Sorry - but your best option is to wait like everyone else. Have your brother (I believe you said he was a citizen?) petition for you and wait out your years.

Options - wait the years and get it done, wait a while to gather proof for a tourist visa or don't.
