In terms of what to do, I would start by reading about this on the State Police website of the state you are in. If they don't require a driver's license or if you have the appropriate driver's license, go ahead and get it from there - in person if you can go or online if you can't go. If they require a driver's license (or some other ID document) and you don't have one from that state, then go to the county court and request it from the county.

I personally thought it was better to try to request it first from the State Police, because these state searches are more comprehensive - they involve a search for both name and fingerprints. My county court only did a "name search," and no "fingerprint search." This is obviously less comprehensive - you could have committed a crime in the same state but in a different county and the county search - which is not a state search - will not show this. But it still works, and you should not worry if you have not committed any crimes anywhere. On the other hand, if your county search produces "no results" but you have committed crimes elsewhere, which you didn't report, this will become clear when USCIS takes your fingerprints before the interview. In this case you will be in trouble for hiding the truth from them (not being truthful on Form I-485) and this is obviously a serious problem.

If you have not committed any crimes, it won't be a problem and a county police clearance should do in cases where it is too cumbersome to obtain a State Police clearance. Either way, I would start by trying to obtain a criminal record from the State Police first and only if this is impossible for some reason go with the county court.
