Guys what does it mean if uscis site says:

On October 30, 2013, we mailed you a notice that we have approved this I360 PETITION FOR AMERASIAN, WIDOWER, OR SPECIAL IMMIGRANT. Please follow any instructions on the notice. If you move before you receive the notice, call customer service at 1-800-375-5283.

Can it be a glitch ?

I have applied in October .23.2012

N got rfe and on oct.22.2013 they recieved my response .n now decision is left.do you know how much time it takes for decision .i am confused and scared because I was looking status of the time for vawa they where saying its 10.9 months.please help
