You can only pay for it after you receive the visa in the passport back from an approved interview. USCIS will obviously receive notice that you pay it, just like with any other kind of online payment. No need to print out proof you paid it as you don't need to show anyone it's been paid. You just need to wait for the green card to show up in the mail after you pay and go through POE.
