HOW TO UPGRADE FILE FROM F2A TO IR1

Please tell me what is the process to upgrade the case...

like what email id do we have to email our oath certificate and what address do we have to mail copies...

Just call up the toll-free USCIS hotline and inform them that your dependent has become a U.S. citizen and you would like to upgrade your application to IR-1. They may ask you to mail a copy of his/her naturalization certificate or passport and copy of your I-130 reciept/approval notice - although they did not ask in my case.

They will mail your a confirmation in a week or so. Once you recieve the confirmation, you can file for AoS.

Is the petition still at USCIS or at the NVC?

Is still at uscis ...

they ask me g325 and I submitted but they say we have to submit the requested letter also letter contain unique ID.

so we submitted that again...let hope all goes well.

The NVC processing is fast for everyone; the only difference is that the NVC would only start processing a petition filed by a permanent resident around one year before the PD is expected to be current. You are already current so even as an F2A applicant you don't have to worry. Petitions from US citizens are processed immediately.

She is going for oath on 20th june...

I called congress man and now he is helping me in talking with uscis as whenever we call they dont reply properly. ..belive me...atleast now I am getting replies from uscis.

Congress man told me that they will expedite my case as my wife is 6th month pregnant...

I hope you'll have your NOA2 by the 20th - my impression is that it's much easier to upgrade a case at the NVC rather than at USCIS (I could be wrong, but I just remember seeing a couple of cases here where it took much too long for USCIS to process the upgrade request). If you still have not been approved by the time your wife becomes citizen, she might want to try making an Infopass appointment to upgrade the case. I remember seeing that recommended here a few months ago as the best way to proceed. If that is not possible or they won't do it, she still has the option of calling USCIS.

To upgrade the case at the NVC, we were told by an NVC operator that my husband just needs to email them his naturalization certificate. He is going to do that tomorrow and we hope to have a response within the next couple of weeks.
