I filed about 8 months ago, she moved a few months after that. She lived with a relative back then, and now she has moved to a different part of Manila.

If the agent looks at our proof of relationship, they will know it, since my mail is now addressed differently.

Do I need to resubmit/update anything?

just send a notice to the consulate when the petition has been approved so they'll send package 3 & 4 to her current address.

I am in a similar situation, only my wife has moved and will not be getting mail at her old address. Should I notify the NVC or what for the consulate to receive the petition before moving forward with the address change?

It's not a problem. Since she can still receive packet 4 at the listed address. They may not even look at the mails during the interview. If they do, just let them know that she no longer lives with that relative and the mail is addressed to her new location. Even after the interview, you will put whatever address you want for the visa delivery. The only time this should be a concern for you is if she couldn't get mail at the old address. If it really bothers you, you can call the immigrant visa unit at the consulate after they receive your case from the NVC and ask them to update it.

We got a condo in Makati after submitting the petition and never listed the new address. We put her parents address on the original petition and never updated it. We used her work address to get the visa delivered. The condo address was never used.

The only relationship evidence they ever looked at were photos and my passport stamps showing my several visits.

We had collected much more evidence, but they were uninterested in seeing it.

In my opinion, I would notify cause if they find out that she has moved and you did notify of an address change, it could just give them a reason to deny petition. I am no expert but I would not want to give them a reason to deny it.

A petition won't be denied because the beneficiary has an address change. The only reason to update an address is so as the packets are delivered to the current address once the petition is at the embassy/consulate. The only legal requirements of notifying of an address change is for the beneficiary once they have entered the US and for the sponsor once an I-864 has been submitted.
