i am starting to gathe all paper work on my part and i read i need a birth certificate , do i really need this ? i have never got home ( got to US young and became a US citizen)

i currently live in Maryland is there a place i can get one that does not have to be in DR ?

Yes your really need it. If you don't send one, you run the risk of getting an RFE.

I am sure there is a Dominican Embassy in Maryland where you can obtain one. I got my man's BC here miami for him.

Placed on AP for 10 months and then withdrew the petition 02/2014….

I'm not sure of what you're asking exactly. For this visa process, both the petitioner (U.S. citizen) and beneficiary (Dominican resident) need their birth certificates.

No you (USC) do not need your birth certificate, you can use your passport for the required proof - states so with the I-129F instructions. All you need to do is photo copy EVERY page of your passport.
