Implementation of New USCIS Immigrant Fee Feb. 1

New fee allows USCIS to recover the costs of processing immigrant visas after individuals receive their visa packages from the Department of State abroad

WASHINGTON—On Feb. 1, 2013, U.S. Citizenship and Immigration Services (USCIS) will begin collecting a new USCIS Immigrant Fee of $165 from foreign nationals seeking permanent residence in the United States. This new fee was established in USCIS’s final rule adjusting fees for immigration applications and petitions announced on Sept. 24, 2010.

USCIS has worked closely with the Department of State (DOS) to implement the new fee which allows USCIS to recover the costs of processing immigrant visas in the United States after immigrant visa holders receive their visa packages from DOS. This includes staff time to handle, file and maintain the immigrant visa package, and the cost of producing and delivering the permanent resident card. The implementation of this new fee is further detailed in a Federal Register notice scheduled for publication tomorrow.

In order to simplify and centralize the payment process, applicants will pay online through the USCIS website after they receive their visa package from DOS and before they depart for the United States. DOS will provide applicants with specific information on how to submit payment when they attend their consular interview. The new fee is in addition to fees charged by DOS associated with an individual’s immigrant visa application.

USCIS processes approximately 36,000 immigrant visa packages each month. Prospective adoptive parents whose child will enter the United States under the Orphan or Hague processes are exempt from the new fee.

11-19-12: Priority date/rec'd date.
02-06-13: Case approved, NOA2.
02-19-13: NVC received case.
03-08-13: Case # assigned--HCM2013******.
03-09-13: Paid AOS Fee $88.00.
03-09-13: Emailed DS-3032 from Beneficiary's email address.
03-13-13: AOS Fee showed as PAID & sent AOS package certified mail.
03-18-13: AOS package delivered @ 10:50 A.M.
03-18-13: DS-3032 accepted.
03-20-13: IV Bill Invoice.
03-21-13: Paid IV Fee $230.00.
03-23-13: IV Fee showed as PAID.
04-23-13: Sent IV package certified mail.
04-26-13: IV package delivered @ 11:13 A.M.

05-08-13: Case completed @ NVC per telephone call.

05-15-15: Case completed per email from NVC.

06-07-13: Rec'd email from NVC RE: interview date. (letter dated 06-05-13).

07-18-13: Interview date-- PASSED.

You pay the fee on the uscis.gov website anytime after you receive your Visa. They will give you instructions when you pick up your Passport/Visa.

You can pay if before you POE or after you get to US. But no green card will be mailed until the fee is paid.

Just a quick question about paying the new immigrant fee. Do you HAVE to use a U.S debit card or bank account to pay it? I have just created a new account to pay the fee and was somewhat annoyed to find out that it had to come from a U.S account. My hubby sent me the immigrant fee so I could pay it from my debit card, so now I don't know what to do....

Everything else in this process had to be pulled from a US account so I don't see why this would be different

You can use a credit card to pay it or a US bank account. I'm not sure if the credit card can be a foreign card however as I didn't use that method.

You should be able to pay with any credit card with the visa or master card logos. It will be 165 USD changed into your local currency ( just like you can use your card to buy things in the US ) The price is US dollars visa/master card converts it ( and may change an exchange fee )

This will not be over quickly. You will not enjoy this.

Thanks for your responses. I haven't gone back on the website yet, just a little scared it won't accept my U.K debit card...Will do so when I get the guts up lol

Is it a visa/MC?

If it's a visa/MC, it MIGHT.

If it's like a normal Canadian Debit card, it won't.

My husband has a canadian visa debit and it's always hit or miss who wants to take it online

It's a visa debit card through Barclays Bank in the U.K. Has nothing else written on it apart from the Visa logo and then debit after it!! I gather by MC you mean Mastercard? If so then no....Just don't want to get to the point of paying the fee and it doesn't accept it....

The answer is Yes, not no.

My point was is it a visa OR mastercard.

I can't tell you if it will be accepted.

Only someone from your own country that did the same thing can.

We never know when my husband's will be accepted.

Perhaps you can request for this to be moved to your regional forum for better answers.

Perhaps I should have started another thread in the appropriate section, just presumed as the subject matter was about the USCIS fee that it might help me and others who are confused about how or what to pay the fee with.....
