I have some confirmation of the move, I had sent an email enquiring about the P3 packet to the guangzhou consulate.

Received this as a response (emphasis mine):

We received your case and sent the p3 to your fiancée lately. Our office will be moving in July.

I think it's pretty much certain that the move WILL occur - aside from the lack of an official announcement, the problem is that people are being left in the dark as to when new appointment dates will be available.

The only way to know (for now) is to keep checking the ustraveldocs web site. Under the old system, these same people would simply sit back and wait for the official P4 appointment letter to arrive.

Not much of a change, really, but a MAJOR headache for those who need to get an appointment date.

What's the date ?? This is the address on your appointment email?? If so, that means they've opened up some dates finally.

Yes, that's the new address. On or before Jul 12, go to the old address. On or AFTER Jul 22, go to the NEW address. Or does your appointment email state otherwise?

It's ALWAYS best to follow the instructions you've been given - we're in the dark here.

It says the old address for August 8th interview, but since there hasn't been any update for IV unit moving, I'm going to assume that it's the new address!

My wife and I are CR1 applicants who just got our interview date, August 12, and the confirmation also lists the old address. I'm going to assume this is a mistake.

Unless they make an announcement one way or the other, though, we won't know for sure until they re-open for business on or around the 22nd or 24th. . .

Instead of making an assumption, I would contact the Consulate, let them know you are aware of the move and then ask them if the confirmation is a misprint or if the IV unit is indeed staying put.

The U.S. Consulate General Guangzhou is moving to new facilities located in Zhujiang New Town. Effective July 23, 2013, all Consular Section customers – including those seeking American Citizen Services or attending visa interviews – should use the consular customer entrance on Huaxia Road, near Exit B1 of the Zhujiang New Town subway station (Line 3 and Line 5).

This is what I see now - both notices were top, front and center when you clicked on the "Visas" entry on the top menu. If they've changed the wording already, that may mean it was probably fresh off the presses when I first saw it. Or it may mean that you need to clear your cache - try hitting 'Ctrl-refresh' while on the page.

I see that the IV unit has a similar message, as does the NIV Unit, including the notice, "Beginning July 23, all services will be provided at our new location." (The bolding is mine for emphasis).

I even asked ol Randy to use a telephone, call the USCIS office there, and ask. No response, and no report back, either. That Randy fella, won't use a phone...

USCIS won't open at the new location until July 29
