It would be visa fraud for them to enter the USA on their tourist visa with the intent of staying and adjusting status.

Hmm ok... Was there any new immigration rule implemented recently in March 2013 that parents of US Citizen can do adjustment of status when they are in USA, and its not to be considered as VISA FRAUD

There are no new immigration rule where it is not immigration fraud.

It is and has always been immigration fraud to use a non-immigrant visitor visa to enter the US with the intent to immigrate.

If your parents disclose their plan at the Port of Entry (POE), they would be denied entry into the US and be sent home at their expense.

Take your chances if you want. I wouldn't risk putting my parents through a potential hell when ther is a safe and legal path to immigration.

Just petition your parents and have them wait in their country untl the immigration visas are ready.

Thy would enter as visitors, and visitors go home after their vacation time is up. This means they came here under false pretenses. I agree with the other posters: You will have a hard time, and having your parents go through deporation won't make their life too great. Also this will raise red flags for any I-130 filing in the future in their home country. I would expect major delays.

It's amazing how many questions can be resolved with a 2 minute Google search...
