I paid my VISA Application fee yesterday and called the manila US embassy after 4 hours, but then the rep that I spoke with said that I need to wait for an illegibility notice before I set up an appointment.

What is it?

Do I need to wait for it?

This was the last notice I received from Embassy thru email

"You need not wait for the hard copy of our interview notification letter and may schedule your interview appointment online or via the Embassy’s Visa Information and Appointment Service once you have paid the visa processing fee at the Bank of the Philippine Islands (BPI)."

Help me, Im so frustrated and confused now :(

Most of those emails are automated. It could have been sent before they received your payment. If you paid by bank check, verify with the bank if it's been cashed. If you paid by wire transfer, there should be a tracking number. If you paid by money order, for a fee sometimes you can get whether or not the money order was cashed by some service locations.

2013-03-29: Paid for a service through RapidVisa & began to prepare paperwork.
2013-04-11: Sent all the necessary documents to RapidVisa for review.
2013-04-12: Signed my application in red ink, so I had to overnight RapidVisa my application signed in BLUE ink.
2013-04-15: RapidVisa reviewed my application, found no fault and sent the I-129F Application to the Texas Lockbox.
2013-04-17: Electronic notification that the application was forwarded to the VT Service center.
2013-04-19: NOA-1 Received (snail mail) with the wrong country of birth for the foreign Partner. Notice date was 2013-04-15.

2013-04-19: Electronic Notification Received that an Alien Registration Number (ARN) was assigned to Foreign Partner.
2013-04-22: Called USCIS and corrected the typographical error on the NOA1.
2013-04-30: Received notification that the typographical error on the NOA1 has been corrected in the electronic system, but the error was minor and will not affect my application, as it is still valid.

This could've been a miscommunication between you two. illegibility means not legible or decipherable (basically they can't read it). Based on the status it appears that you have been approved for the K1 Visa, and you're waiting for your interview appointment. No one can be sure as to what she meant, but if I had to guess, she misunderstood you, and was telling you that you couldn't re-apply until you got an "ineligibility notice" which would be a notice that you do not qualify for a K1 visa. However she cannot predict or know at this point whether you qualify or not. The only person who will decide at this point is the interviewer. Perhaps she meant "eligibility notice" which you likely already received. I would recommend calling again to talk to someone again. But calm down before you call, and make sure you have all your questions written down, so you don't forget anything.

Your second Notice of Action (NoA-2), that informs you that you've been approved for the K1 visa could be considered an eligibility notice. I believe you already received this since you're at the interview stage.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

For K-1 cases, the U.S. Embassy Manila sends the beneficiary a snail mail via Phil Post which notifies the beneficiary that they are eligible to schedule an interview appointment, and it gives the beneficiary instructions on how to prepare for the interview.

The Embassy is slow to send the eligibility letters and, sometimes, the beneficiary never receives the eligibility letter. However, the beneficiary does not need the eligibility letter in order to pay the visa application fee at BPI and to schedule an interview appointment.

If the Embassy call center asks whether you have received your eligibility letter, simply tell them "yes." Then go ahead and schedule your interview. Also, you can schedule your interview online.

To schedule a visa appointment for IV or K petitions, please contact the Embassy’s Visa Information and Appointment Service at (632) 982-5555 or (632) 902-8930. The Visa Information and Appointment Service is open Monday through Friday, from 8:00 a.m. to 8:00 p.m. (Manila time), except on Philippine and U.S. holidays. Callers in the U.S should call (214) 571-1600, from 7:00 p.m. to 7:00 a.m. (Eastern Standard Time).

You must have the case number, passport number, and passport expiry date for each applicant (principal applicant and derivative family members) ready when requesting for a visa appointment.
