My finacee put off getting the police report until the last minute so now her anticipated departure date will probably be a week or so after her son's 14th birthday. Russians are required to get an internal passport when they turn 14 and of course that takes time. Can he leave the country without it? If he does is it possible to get it once he arrives in America?

My finacee put off getting the police report until the last minute so now her anticipated departure date will probably be a week or so after her son's 14th birthday. If he does is it possible to get it once he arrives in America?

My wife went to all the trouble of getting permission to leave which took about 3 months on top of the K-1 visa. They took her national ID card and put a stamp into her passport. I am sure he can leave without it but I do not think he can apply for one in the US as he will have to provide an address in Russia (this is assuming that Russia and Kazakhstan are still doing things mostly the same). Does he ever intend to return to Russia? If not, then it is not really necessary.

It takes about a month , depends on the region, and if they make a mistake on it then you wait again.

Right but can he apply for it, leave the country on his international passport and then simply pick it up when he comes back next year? Grandmother is staying in the apartment they all shared so he'll still have a Russian address and someone to receive the passport if it's mailed or to pick it up in person if that is the procedure. The region is St Petersburg if that makes any difference.
