I am interested in sponsoring my sister to come over to the US. Does anyone know how long the wait would be. I've heard that there is a horrific back log and it would take several years to process. Can anyone give me an estimate on how long it would take? She is a citizen of Croatia. Thanks!

F4 (sibling of a US citizen) is approximately a twelve year wait, and that's assuming the category is not eliminated as has been proposed in some drafts of immigration legislation for this year.

Thank you for your prompt answer. What if my sister is under 21 and I sponsor my mom to come over. Can she come with or would this not change the outcome?

She cannot come with your mom, but it would take about a year for your mom to get here, and then she can petition for her daughter- it would take 2 years for the daughter to get here if she is still a minor (3 years total), or 8 years (for a total of 9 years) if she ages out and is over 21 by then.
