CA Legislation: If You Don't Pay Your Employees Enough & They Get Public Medical, You're Gonna Get Fined

Republicans haven't had control of the state for a while. The Democrats have almost exclusively had control of the legislature for decades, and the Governor has never had real control of the budget process - Jerry Brown is no exception, and like has been posted before, he is being held hostage to a Democratic legislature with a veto proof majority in both houses. As far as looming deficits in the coming years, the state is still trying to recover from the disastrous governorship of Jerry Brown's former Lt. Governor - the disgraced Gray Davis, who was removed from office for being the lapdog of the Democratic leaders in the Assembly and Senate. Jerry Brown is hanging with the few Republicans that are left, hoping they can muck up the works, until the next election cycle, when he secretly hopes enough Republicans will unseat Democrats, in order to restore some sanity to the state.

If the governor never had real control of the budget process it would be nonsense to lay blame to Gray Davis. I still think the governor to have some power in Sacramento and I think Gary did what he could and Jerry is doing a great job after Schwarzenegger drove the state off a cliff.

Having said that I think it is far easier to blame it all on Obama. It is all Obama's fault.

If the governor never had real control of the budget process it would be nonsense to lay blame to Gary Davis. I still think the governor to have some power in Sacramento and I think Gary did what he could and Jerry is doing a great job after Schwarzenegger drove the state off a cliff.

You don't need a majority to cripple/stall government, when that is your strategy.

Well, in fairness to the Terminator, he was a fairly moderate Republican and believed that government could do good things - address climate change, for example. But like I said in an earlier post, Prop 13's requirement of a two thirds majority to increase taxes has highhandedly dragged California into the gutter - schools went from being some of the top in the nation to the bottom, infrastructure - anyone who drives on the freeways knows how desperate some areas are for repairs/upgrades.

I believe it will require a constitutional amendment. If you haven't already, read up on the guy behind Prop 13 and how he 'sold' it to California voters.

It definitely will require a constitutional amendment and I think it would not be all that difficult to get it on the ballot.

California's over promised state pension fund is to blame there.

Well, if we're really following the paper trail, it was the mismanagement of those funds. State employees pay into those pensions. State pensions are another one of those beasts the Republican Party have worked so hard to starve because they are in direct competition with 401k's (pro market mechanism).
