Actually California has posted a budget surplus and has a democrat governor that is fully working with republicans in the legislature. I just hope he vetos the recent trash democrats in this state have conjured up (unrelated to this thread).

The Dems have a veto-proof majority in both houses, and the Governor does not want to spend the anticipated surplus. It is a paper surplus at the moment, from a change in the assumptions for how the fiscal year will end. But the leadership in the Senate and Assembly have already earmarked any surplus for more social programs.

They had a hiring freeze last summer. Then after the holiday season, they let a lot of temporary hires go. For the last month or so, they have been hiring steady for the summer season this year. No sign of a hiring freeze this year.

The weather is fantastic, you can ski all winter and surf all summer, the wine is the best in the world, the ghanja is unbelievable, the men and women are hot and willing to ########. If you can't get laid here, you can't get laid anywhere, and if you are gay and can't get laid here, you must be dead.

and all of those things make for a great business environment , although I have nothing against weed and sex if weed were legal and my wife would not freak out I would probably have some from time to time.

Nothing is better than sex

I am not gay

wine sucks

I am too old and to ski and surf.

Were seriously considering moving back to Cali in about a year from now, although, not for any of your reasons except for the weather.

For the moment. Democrats lost one seat recently and they may lose another...also I've come to see there are a few blue dogs present as well, also take into account the internal workings of the party. Some democrats will not rebel against Brown openly.

Any tax increase (any piece of legislation that would result in a tax increase) requires a two thirds majority to pass both houses before making it to the governor's desk. Even Schwarzenegger complained about this hurdle that has kept the state from effectively functioning.

The budget (spending) requires two-thirds. Tax increases only require a simple majority of both bodies. but have to be ratified by two-thirds of the voters.

However, there is a way around that, called Mello bonds. Any group can create a tax district with a simple majority of the voters residing in the district. Raising taxes to fund the district still requires a two-thirds vote, but it can pass a bond act again with a simple majority, Screwy, huh? But it is a successful work around of Prop 13.

Well, that's just it - they've had to learn work-arounds, like passing that prop that ensures a certain amount of the state budget is proportioned for education. Of course, the downside is that without sufficient revenue to pay for it, the state's deficit balloons. Such is the legislative mechanisms of the Republican Party. The 'starve the beast' strategy continues to create budgetary quagmires for California. Regardless of what you think of Gov. Brown, he's shown he's capable of handling the hot mess he inherited.

And yet there's California ranking #2 in job creation in 2012 while Arizona didn;t even make the top 10. And don't give me the "oh but Arizona is so small that's why it didn;t make the list" #######. Tennessee is smaller than AZ, doesn't have a huge neighboring state where businesses are allegedly voting with their feet and yet it made the top 10 in job creation.

Bunch of hot air. Arizona has a lot of that, I hear.

Republicans haven't had control of the state for a while. The Democrats have almost exclusively had control of the legislature for decades, and the Governor has never had real control of the budget process - Jerry Brown is no exception, and like has been posted before, he is being held hostage to a Democratic legislature with a veto proof majority in both houses. As far as looming deficits in the coming years, the state is still trying to recover from the disastrous governorship of Jerry Brown's former Lt. Governor - the disgraced Gray Davis, who was removed from office for being the lapdog of the Democratic leaders in the Assembly and Senate. Jerry Brown is hanging with the few Republicans that are left, hoping they can muck up the works, until the next election cycle, when he secretly hopes enough Republicans will unseat Democrats, in order to restore some sanity to the state.
