Can my fiance send Packet 3 forms??

I've been reading some topics on sending packet 3 forms even if people haven't received an actual packet 3. We have out MTL number from Montreal, and my fiancé has all the items gathered, but I just don't want to send everything and have it get lost, or them not accept it since we haven't gotten a packet three yet. Do we need to actually send all the forms on the packet 3 checklist if I were to send things in before getting the packet? Or does he just need to send the ds forms with his 2 pictures in? He has all his police checks and everything, but we wait to bring those into the interview, correct?

I was just a little confused on how to go about it , so any advice would help!
