I started this process and now I am stuck. My mother's file was sent NVC and I have heard nothing.

I sent them an email and got the following:

"A packet containing the Immigrant Visa Application Processing Fee Bill Invoice was sent to the designated agent for this case. The fee(s) must be received before the petition can be processed further."

I have not received this packet. My mother certainly did not get it. I have sent several messages indicating it was not received and I get the same response.

What can I do? These people are driving me bonkers!

You need to be calling the NVC. They need both of your emails and you can be downloading their forms and have everything you two need to mail out. Also all the payments are made online. Call the NVC and read the spouse guides for the NVC which is very similar to the IR5 process.
