Please read the guide at the top of the page, it will give help you and another good site for waivers is immigrate2us, that site has many people who have been in your position and who have filed waivers.

First off, can you tell us why you think she will be denied, and the details behind you thinking that?

I know exactly how you feel, and how it seems as if your whole world may be turned up side down. I too may have to give up a career, my home, and my life here to be with the woman i love with all my heart and soul. If my country cant accept her then that is what i will do,

Where are you in the process? As others have told you there are good guides here and on other sites that will outline the process for you. Best advice I can give you for the Waiver is to hire a good attorney for that part of the process.

You didnt say why she will need a waiver. Knowing that would help in letting you know what your possible chances are. By the sound of it you have already been told you have very little chance so am curious what the situation is.

Also please fill in your timeline as that helps others answer your questions.
