Your I-130 will take 4 - 7 months or so to be processed, then if approved, it'll take another 2 - 5 months on the Italian side (it'll vary by country) to process and actually get your visa. So, therefore, total processing for I-130 / CR-1/IR1 is about 7 months to a year depending on locale.

You should read this guide to understand what happens and what you need to do when: http://www.visajourney.com/content/i130guide1

If you submitted in September, you should be expecting approval around now, but it sounds like in March you had an RFE, responded to it... You should be getting more information around now. Your wife may want to contact them to see that they received her extra evidence.

I am so sorry to hear of your dilemma.

IMO, American democracy will not help you or your casefile - as there is voting and bribes to pay and whatnots.

Instead, ask your wife to call into the USCIS National Call Center, and ask for an ISO,

and then ask the ISO what happened with the RFE response

and ask if the adjudicator assigned to the case is on holiday or has died

and ask exactly where the casefile is today

and ask if there were any returned mail pieces on her.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
