We just got back an RFI for my 2012 tax docs, I submitted 2009, 2010, 2011 docs because the package was sent before April 15th and they are just responding now. How should I respond to this, has anyone else run into this problem? Seems ridiculous that they stop the process to get my 2012 info when it was submitted before hand.

Also, do I have to now send in a new request to the IRS for tax transcripts, fill out the entire I-864 and submit everything again together? Or should I just ask for the IRS transcript and submit that?

If they just asked for the transcripts, just send in the transcripts. This happened to many of us who filed before April 15th, but usually they asked to have the 2012 transcripts brought to the interview instead of having them sent to NVC. Have you tried calling and explaining the situation to a supervisor? Sometimes you can get them to agree to close the case (assuming those transcripts are the only thing missing from your file) if you agree to present the final missing item (the transcripts, in this case) at the interview.
