Can anyone tell me how long it normally takes to see the AOS fee invoiced on ceac.state.gov after getting the NVC Case number assigned?

Also, where do I find the DS-260 to complete online as well? (it should be applicable since we are going through the Montreal consulate).

Thanks.

It's usually only a couple days, but apparently it's been taking longer lately due to problems with the payment portal. Give it some time - it'll be there within a week or two.

Read this very thoroughly: http://www.visajourney.com/wiki/index.php/NVC_for_Montreal_Beneficiaries_%E2%80%93_Electronic_Processing_and_New_Online_Forms

I have it bookmarked and referred to it OFTEN while doing the NVC stage. If you have questions don't hesitate to ask!

https://ceac.state.gov/CEAC/ is where you go to sign in for the DS-261 and DS-260, check status and it links to the payment portal as well.
